ALCOHOL TESTING <br /> A covered employee shall only be randomly tested for alcohol misuse while the employee is <br /> performing safety-sensitive functions;just before the employee is to perform safety-sensitive <br /> functions,or just after the employee has ceased performing such functions. No safety-sensitive <br /> employee shall report for duty, remain on duty,be on call or stand by for duty when required to <br /> perform a safety-sensitive function while having an alcohol concentration of 0.02 or greater. <br /> If an initial test indicates an alcohol concentration of 0.02 or greater, a second test will be <br /> performed to confirm the results of the initial test. An employee who has a confirmed alcohol <br /> concentration of 0.02 but less than 0.04 will be removed from the safety-sensitive for eight <br /> hours or until a retest results in a concentration measure of less than 0.02,whichever is earlier. <br /> An alcohol concentration of 0.04 or greater will be considered a positive test and a violation of <br /> this policy. The employee will be removed from their safety sensitive duty,terminated and <br /> referred to a Substance Abuse Professional(SAP). <br /> TESTING PROCEDURES AND RECORDKEEPING <br /> 1. Testing will be conducted in a manner that ensures a high degree of accuracy and <br /> reliability;using techniques,equipment and lab facilities which have been approved by the <br /> U.S.Department of Health and Human Services(DHHS). <br /> 2. Initial alcohol screening tests will be conducted by a National Highway Traffic Safety <br /> Administration(NHTSA)approved Evidential Breath Testing Device(EBT)or non- <br /> evidential device approved by NHTSA. Confirmatory test for alcohol concentration will <br /> be conducted utilizing a NHTSA approved EBT. <br /> 3. A trained Breath Alcohol Technician(BAT)shall conduct the alcohol screening test and the <br /> results of both screening and confirmation will be displayed to the person being tested <br /> immediately following the test(s). <br /> 4. Results will be transmitted by the BAT to SRA in a confidential manner(in <br /> writing, in person, electronic)and filed appropriately and/or become part of the <br /> employee's medical record. <br /> 5. A covered employee with a confirmed positive drug or alcohol test will be removed from <br /> their safety- sensitive position and terminated from employment. The individual will be <br /> informed of educational and rehabilitation programs and referred to a Substance Abuse <br /> Professional(SAP). <br /> 6. Except as required by law or expressly authorized, SRA shall not release employee <br /> information contained in records maintained per 40 CFR section 655.73. <br /> 7. An employee is entitled,upon written request,to obtain copies of any records pertaining to <br /> the employee's use of alcohol or controlled substances,including any records pertaining to <br /> their alcohol or controlled substance tests. <br /> 8. SRA shall release or obtain information regarding the employee's records as directed by <br /> the specific,written consent of the employee authorizing release of the information to an <br /> identified person. Release of such information is permitted only in accordance with the <br /> terms of the employee's consent. <br /> 129 <br />
