PROGRAM OVERVIEW: <br />The Fiscal Year (FY) 2020 Emergency Management Performance Grant Program — COVID-19 Supplemental (EMPG-S) <br />assists tribes and local governments with their public health and emergency management activities supporting the <br />prevention of, preparation for, and response to the ongoing Coronavirus Disease 2019 (COVID-19) public health <br />emergency. EMPG-S funding is to support planning and operational readiness for COVID-19 preparedness and <br />response, development of tools and strategies for prevention, preparedness, and response, and ongoing communication <br />and coordination among federal, State, local, tribal, and territorial partners throughout the response. <br />PRIORITIES: <br />The priorities under this funding opportunity will address the local response to the COVID-19 public health emergency. <br />FEMA encourages funding to be used for: <br />• Mitigation activities (related to slowing the spread of COVID-19); <br />• Integration of emergency management and public health operations; <br />• Personal Protective Equipment (PPE) inventories and establishment of burn rates to forecast future needs; <br />• Planning for alternate care sites; <br />EMPG-S funding also can be used to assist emergency managers with implementing community lifelines to prevent, <br />prepare for, and respond to the COVID-19 public health emergency. <br />Examples of areas eligible for funding under this funding opportunity include, but are not limited to: <br />• Plan Development; <br />• Jurisdictional Recovery; <br />• Information Sharing; <br />• Emergency Public Information and Warning and Risk Communication; <br />• Logistics and Supply Chain Management; <br />• Development of Distribution Management Plans. <br />Consistent with 2 C.F.R. Part 200, none of the funds awarded under this agreement may duplicate the same costs <br />already paid for with funding from FEMA's Public Assistance Program or any other Federal program. In addition, <br />consistent with section CA. — Cost Share of the EMPG-S NOFO, funding is not eligible to be used to pay the non -Federal <br />cost share under other Federal grant programs and/or pay back loans with the Federal government, unless expressly <br />allowed under the terms of the Federal award. <br />33 <br />
