FY 2020-2021 EMPG-S AGREEMENT <br />ATTACHMENT A (1) <br />ALLOWABE COSTS AND ELIGIBLE ACTIVITIES — BUDGET DIRECTIONS <br />I. CATEGORIES AND ELIGIBLE ACTIVITIES <br />The 2020 EMPG-S Funding Guidance allowable costs are divided into the following categories: <br />Planning, Organization, Equipment and Training. <br />A. PLANNING <br />Planning makes it possible to manage the entire life cycle of a potential crisis. Strategic and operational <br />planning establishes priorities, identifies expected levels of performance and capability requirements, <br />provides the standard for assessing capabilities and helps stakeholders learn their roles. The planning <br />elements identify what an organization's Standard Operating Procedures (SOPs) or Emergency <br />Operations Plans (EOPs) should include for ensuring that contingencies are in place for delivering the <br />capability during a large-scale disaster. This includes development of policies, plans, procedures, mutual <br />aid agreements, strategies, and other publications. Planning also involves the collection and analysis of <br />intelligence and information to support development of Incident Action Plans and other strategic, <br />operational, or tactical planning activities. <br />Plans should have prior review and approval from the respective DEM state program. Funds may <br />not be reimbursed for any plans that are not approved. <br />Allowable planning activities include the development or updating of plans required to support COVID-19 <br />prevention, preparedness, and response. Such plans or planning activities may include, but are not <br />limited to: <br />• Emergency Operations Plans (EOPs) <br />• Incident Action Plans <br />• Communications Plans <br />• Crisis/Risk Communications <br />• Emergency Public Information and Warning Plans <br />• Logistics/Supply Chain Management Planning <br />• Resource Management and Allocation Plans <br />• Distribution Management Plans <br />• Public Health and Safety Plans <br />• Responder Health and Safety Plans <br />• Fatality Management Plans <br />• Medical Countermeasure Plans <br />• Medical Surge Capacity/Logistics Plans <br />• Disaster Financial Management Planning <br />• Updating of Mutual Aid Agreements <br />• Continuity of Operations and Continuity of Government Planning <br />• Recovery Planning <br />Planning Costs Supporting Documentation: <br />• Copies of completed plan or agreements with consultants or sub -contractors providing <br />services and documenting hours worked and proof employee was paid (paystubs, <br />earning statements, payroll expenditure reports). <br />• Copies of invoices, receipts and cancelled checks, credit card statements, bank <br />statements for proof of payment. <br />Reference: DHS FY 2020 EMPG-S Notice of Funding Opportunity <br />35 <br />
