HOUSING & OTHER SERVICES FOR ANMALS IN CUSTODY OF <br />ANTINIAL CONTROL AUTHORITY <br />Administrator Chandler reviewed a Memorandum of May 12, 1995: <br />TO: Jim Chandler, County Administrator <br />FROM: Doug Wright, Director <br />Emergency Services <br />DATE: May 12, 1995 <br />SUBJECT: Information and Recommendation Regarding IRC <br />RFP 5065 - PROVIDE HOUSING AND OTHER SERVICES <br />FOR ANIMALS IN THE CUSTODY OF THE INDIAN RIVER <br />COUNTY ANIMAL CONTROL AUTHORITY <br />The Request for Proposals issued in Indian River County RFP 5065 <br />was returnable on May 10, 1995. Unfortunately, there were no <br />responses received from the twenty potential vendors for these animal <br />control related services and the RFP was also advertised in the <br />newspapers. <br />In surveying a small number of the vendors, it appears that <br />generally, the concerns for not responding to the RFP were as <br />follows• <br />1. Length of the contract being stated as one year with <br />possible renewals, unless notice was given to terminate by <br />either party. It was felt financial resources could not be <br />obtained or committed to this type of short term contract. <br />2. Concerns regarding euthanasia and disposing of remains. <br />3. Requirement of having veterinarian services on call 24 <br />hours a day. <br />4. Uncertainty of long term commitment by the County to this <br />type of arrangement for housing animals for the Animal <br />Control Authority. <br />The following alternatives are submitted for consideration: <br />1. Revise the RFP scope of services and readvertise; or <br />2. Obtain authorization for staff to negotiate with vendors who <br />indicated a serious interest in responding to the RFP, <br />(including the Humane Society due to the time element, if <br />necessary), to determine if a proposed' agreement can be reached <br />for consideration by the Board; or <br />3. Consider constructing a facility to house animals and lease the <br />facility out to a private entity to operate on a contractual <br />basis. <br />It is my suggestion that you consider recommending Board approval of <br />Alternative #2, due to time constraints and a known preference of <br />staff and Commissioners not to engage in the business of housing <br />animals for the Animal Control Authority. <br />Please contact me if you would like for me to amplify on this matter <br />further. <br />27 <br />May 16, 1995 <br />BOOK 95 P,1E 5J3 <br />
