BOOK 95 PA;E 54 <br />Commissioner Eggert felt they needed to clarify the four <br />points found confusing by those who were considering bidding. <br />Emergency Services Director Doug Wright agreed and stated that <br />was one of the reasons for suggesting direct negotiations. He <br />thought the confusion could be clarified in face-to-face <br />communication. <br />Administrator Chandler advised that the concern was not just <br />the fact that the Humane Society was looking for a multi-year <br />contract, but the amount of they increase they were looking for in <br />the first, second, and third years, the total amount, plus wanting <br />to attach a COLA or CPI to it. <br />Administrator Chandler understood that some of the other <br />prospective bidders were looking at providing a shelter, where a <br />capital expense would be a concern, and they wanted to amortize the <br />cost. To get on a level playing field, he felt we would need to <br />provide the same things as the Humane Society and see the total <br />cost. <br />Chairman Macht asked if Alternative 2 would provide them with <br />everything they needed to reopen negotiations, and Administrator <br />Chandler agreed it would. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bird, the Board unanimously <br />authorized staff to negotiate with vendors who <br />indicted a serious interest in responding to <br />the RFP, (including the Humane Society due to <br />the time element, if necessary), to determine <br />if a proposed agreement can be reached for <br />consideration by the Board.
