Brown, County Administrator <br />THROUGH: Dori Roy, Assistant to County Administratda <br />FROM: Will Rice, Manager, GIS Department �. <br />DATE: November 7, 2016 <br />SUBJECT: 2017.Oblique Aerial Imagery Acquisition Project <br />DESCRIPTION AND CONDITIONS <br />Aerial photographs are used by County staff on a daily basis to provide information on the <br />presence or absence of natural and man-made features and the condition of these features. For <br />the past decade, high resolution vertical orthoimagery has been used by staff in conjunction with <br />Geographic Information Systems (GIS) software for both photo interpretive and planimetric <br />mapping tasks. More recently, a newer type of aerial imagery, oblique aerial imagery, has <br />proved valuable in providing additional information and detail not available in the traditional <br />vertical aerial imagery. <br />Oblique aerial imagery, aerial photographs taken with the camera axis at a side angle, provides <br />side and profile views of features. These oblique or side views frequently provide the additional <br />information needed to visually identify a feature. Also, objects that are not visible in vertical <br />aerial imagery can often be detected and identified using oblique imagery. For example, houses <br />or other structures that are obscured by heavy tree canopy in vertical imagery can often be <br />detected and identified using oblique aerial images. <br />Pictometry International Corporation is a firm that specializes in acquiring high resolution <br />oblique aerial imagery. Pictometry oblique aerial imagery provides the "Birds Eye View" aerial <br />imagery found on the Microsoft Bing website. The Counties in Florida Pictometry currently <br />contracts with include Brevard, St. Lucie, Broward, Palm Beach, and Okeechobee County <br />Property Appraisers. Indian River County has previously contracted with Pictometry in 2011, <br />2013, 2015, and 2016. <br />Staff is proposing a three year, multi-year contract with Pictometry to .acquire new high <br />resolution oblique and vertical aerial imagery during the three time periods of January 2017, <br />January 2018, and January 2019. The area. of coverage for each aerial imagery flight is 285 <br />square miles and the specific limits of the project are shown in Attachment 1. Each area in the <br />project area would be imaged in 5 different directions, north, south, east, and west, and a vertical <br />view at approximately a 3" ground resolution. Staff is proposing the three year, multi-year <br />contract with Pictometry because of the 15% discount Pictometry is offering with the three year <br />contract. The contract includes a "Non -Appropriation" clause which allows the contract to be <br />suspended for subsequent projects if in subsequent years funding is not approved for the <br />contract. <br />Pagel of 2 <br />169 <br />
