Funding: This SJRWMD Cost -Share Grant will pay $1,346,517.00, or 33%, of the estimated total construction cost of $4,080,354. Allocations from other funding sources are as follows: • Indian River County Optional Sales Tax, which is estimated to be $1,041,396.00. These funds are a placeholder for costs that are not covered by construction grants. • FDEP funding award of $2,500,000.00. Please note that agreement has been executed. • IRLNEP Cost -Share Grant funding award of $204,018.00. Please note that agreement has been executed. • FY 20-21 Appropriations Project Request award of $750,000.00, which has been included in the FDEP Water Quality Restoration Grant LPQ0019 as Amendment No. 1. Table 2 below shows all funding sources: Funding Source For Sewer Legislative $ 750,000.00 SJRWMD $1,346 ' 517.00 IRLNEP $ 204,18.00 FDEP $ 2,500,000.00 Optional Sales Tax, Indian River County $ 1,041,396.00 TOTAL $ 5,841,931.00 Recommendation: Staff recommends approval of the following: • St. Johns River Water Management District Cost -Share Agreement No. 35822 and requests the Board of County Commissioners (BCC) to authorize the Chairman to execute the same on their behalf. • Amendment No. 1 to the Florida Department of Environmental Protection Water Quality Restoration Grant LPQ0019 Agreement and requests the BCC to authorize the Chairman to execute the same on their behalf. • Advertise the North Sebastian Water and Sewer Phase 2 Project for competitive bids. • Request staff prepare Resolution 1 and 2 for the water portion of the project to be brought back to the BCC at a later date. • Request staff obtain a proposal from Masteller and Moler, Inc., for construction phase assistance to be approved by the BCC at a later date. Please note that the cost for construction -phase assistance is included within the Bidding and CEI Cost estimate of $204,018.00 in Table 1.
