Bou 9 5 �,{,i 174 <br />people since the County Attorney had said it was not prohibited. <br />County Attorney Vitunac thought that the State had recently <br />passed a law prohibiting that, but believed it was not effective <br />yet. <br />Chairman Macht believed that would be a dangerous practice <br />because you run into the phenomenon of reciprocity with other <br />communities and the surrounding communities may exclude our people. <br />He also felt that sometimes using an out-of-town firm may have its <br />advantages. <br />Clerk Barton explained that there are four different elements <br />to be negotiated and the fifth is price. He advised that last year <br />the auditor services cost either $110,000 or $115,000. <br />Commissioner Bird, who had served on the Committee, felt the <br />members had read the materials and, based on the resumes of the <br />firms, believed that the reason for the wide gap between the second <br />ranked and the #1 ranked firm was based largely on their extensive <br />governmental experience. Clerk Barton agreed. <br />Sheriff Gary Wheeler, one of the Committee members, concurred <br />with Commissioner Bird's remarks and agreed that Ms. Robinson did <br />a fine job of asking questions. <br />THE CHAIRMAN CALLED THE QUESTION and the <br />motion carried unanimously. <br />Commissioner Bird asked about timing on making the selection, <br />and Clerk Barton advised it was proposed initially to bring a <br />contract back to the Board in early June and have everything in <br />place by the second meeting in June. <br />As a personal note, Chairman Macht advised that he is going to <br />start a lobbying campaign with the Legislature to revise the <br />Consultants Competitive Negotiation Act (CCNA) procedures to give <br />the ability to discuss price in negotiations with professional <br />consultants. <br />Clerk Barton agreed it would be helpful to have the bid price <br />on all professional services as part of the criteria. <br />Commissioner Bird added that if there is a change in the <br />bidding process then the procedure must change and it would be <br />necessary to allow all the prospective bidders to come in, spend a <br />lot of time to learn in depth and understand the responsibilities <br />so they can bid properly. <br />Clerk Barton agreed, it would be a longer procedure but <br />everyone would be dealing with the same hand and know exactly what <br />they were bidding on. <br />16 <br />May 23, 1995 <br />
