four which was based on guidelines set out by County Attorney <br />Vitunac. <br />The Board members discussed negotiations based on price and <br />giving preference to local firms. <br />County Attorney Vitunac informed them that there, was no <br />A <br />provision in the Code which allows a preference for local bidders. <br />He then reviewed the negotiation regulations in this particular <br />type of bid, including that they could rerank the firms based on <br />any factors they wished and that they could get a bid on the price. <br />Chairman Macht felt the ranking of the firms should stand but <br />wanted a caveat that the team was to negotiate with all four firms <br />and make price a part of the negotiations. <br />Clerk Barton advised he had no problem with that and requested <br />to be on the negotiating team because he is the one most affected <br />and is legally responsible under the Florida Constitution. <br />Commissioner Eggert agreed he should be on the team. <br />Commissioner Bird suggested the County Administrator should <br />head up the negotiating team and should be allowed to supplement <br />that team with whomever he feels he needs. Commissioner Eggert <br />thought that was true, but agreed with Clerk Barton that he's in a <br />peculiar/unique position. <br />Commissioner Eggert agreed that we've been trying to increase <br />using local firms. Also, she had listened to the tape of the Audit <br />Selection Committee's meeting, listened to the presentations and <br />questions and credited Supervisor of Elections Ann Robinson with <br />asking many good questions of the presenting firms. It concerned <br />her whether or not the original submissions were indeed carefully <br />read by everyone on the panel and whether the firms, in fact, had <br />answered all the questions on the original submissions. <br />Clerk Barton explained decisions that had occurred at previous <br />meetings of the Committee and agreed there were unanswered <br />questions, not just by the finalist firms, but also by the ones <br />that had been eliminated. <br />MOTION WAS MADE by Commissioner Eggert, <br />SECONDED BY Commissioner Adams, to set up the <br />negotiating committee with Administrator <br />Chandler and Clerk Barton to negotiate with <br />all four firms. <br />Under discussion, Commissioner Tippin wanted the negotiating <br />team to be instructed that preference be given to those with local <br />15BOOK 95 FACE 173 <br />May 23, 1995 <br />
