soap 95 ?�H 208 <br />spent in looking at beach options and the Committee has come up <br />with a solution they felt was economically viable and feasible and <br />very good for the county. She hoped sand -pumping never occurs here <br />to cover up that beautiful reef. As far as the leadership and work <br />that has been done, she felt Commissioner Bird had had plenty of <br />time to take a leadership role and to try to do something about the <br />beach. It galled her that he sat there as an "armchair <br />quarterback" about what the Committee had done for 18 months. The <br />Committee has looked at options, paid consultants, visited <br />different places and attended beach conferences. They have talked <br />to the State and to the Feds, and she thought it was very unfair to <br />the Committee and unfortunate that Commissioner Bird had taken that <br />position. <br />Commissioner Bird countered that he had started his remarks by <br />complimenting her and he certainly included her committee and staff <br />on the job that they had done and he thought they had done the <br />absolute best job that they could, but the test results and the <br />expert opinions were not in harmony. Some experts have said the <br />PEP reef might even enhance erosion. He reiterated his suggestion <br />to continue pursuing the permits to be in a position for next <br />summer; that if PEP reef is the way to go, that's the way to go. <br />He did not rule out the PEP reef, but wanted to see if there are <br />any other options out there, and sand -pumping may not be the only <br />other option. <br />Commissioner Eggert commented that this was not a duplicate of <br />the Palm Beach reef; they did not do the modelling, they put in a <br />continuous line without breaks in it. <br />Chairman Macht added that no two sections of beach are alike. <br />Commissioner Tippin recounted his historical knowledge of <br />beach erosion, commenting that groins work on the west coast, but <br />not on the east coast. The issue of beach erosion has been debated <br />and studied for years. He expressed his sympathy to Mr. Zorc for <br />the burden he carried of having the monopoly on all the right. <br />answers. He would vote to proceed, but wanted to force Mr. Zorc to <br />move forward with his intended appeal. <br />Commissioner Eggert understood staff's recommendation was to <br />not proceed until we see the appeal. <br />Chairman Macht reiterated staff's recommendation, not to <br />approve the Notice to Proceed either partially or totally. <br />MOTION WAS MADE by Commissioner Adams, <br />SECONDED BY Commissioner Tippin, to issue a <br />partial Notice to Proceed, to allow <br />May 23, 1995 <br />50 <br />EA <br />r <br />
