ORDINANCE 95-10 <br />(b) A pre -study meeting is required between the <br />petitioner's engineer and the county Rublic <br />works director or his designee <br />EMEMM—to set forth the parameters of the <br />study (number of days, hours of the day, <br />site(s) to be studied). <br />(c) All parking studies at a minimum shall: <br />1. cover at least a 3 day period; <br />2. a. proposed projects: cover at least 3 <br />sites having a similar mix of uses <br />and design characteristics as the <br />proposed use; <br />b. existing projects: may use one <br />site, being the existing site. <br />3. record occupied parking spaces within the <br />study area at 15 minute increments; <br />4. record the information on sketch; <br />S. summarize the information for each day of <br />the study and compile the information for <br />analysis; and <br />6. factor in a peak season demand; <br />7. include an analysis section that derives <br />a total parking demand number and <br />compares that number plus the 158 safety <br />factor referenced in (d) below with the <br />standard rate total parking requirement; <br />8. include a conclusions section which, <br />based upon the date and analysis, <br />proposes a reduced total parking number, <br />if warranted. <br />(d) Fifteen per cent (158) of the highest 15 <br />minute accumulation period must be added to <br />the maximum number of spaces occupied during <br />the highest 15 minute period.. <br />(e) The signed and sealed parking accumulation <br />study shall be reviewed by the County public <br />works director or his desi nee <br />IMMMINE—and the Community Development <br />Director. The petition and the <br />recommendations of the county public works <br />director or his designee . and <br />community development director will then be <br />forwarded to the Planning and Zoning <br />Commission for final action.
