For uses which are not <br />listed in section 954.05 of this chapter and where <br />the applicant so desires, the applicant may conduct <br />a parking accumulation study to determine a parking <br />standard for the subject use. The parking standard <br />for the subject use will be determined after <br />submittal and review of the following information, <br />a determination by the ublic works director or his <br />designee M-0001MEMIL!,101IM-3-30 and community development <br />director that the standards specified herein have <br />been met, and approval by the planning and zoning <br />commission. <br />(a) A parking accumulation study must be prepared <br />by a registered engineer and submitted with a <br />site plan application. The study must be <br />signed and sealed by a professional engineer. <br />(b) A pre -study meeting is required between the <br />petitioner's- engineer and the county public <br />works director or his designee <br />• to set forth the parameters of the <br />study (number of days, hours of the day, <br />site(s) to be studied). <br />(c) The site(s) to be studied must be occupied by <br />uses similar to the uses proposed by the <br />applicant. <br />(d) All parking studies at a minimum shall: <br />1. cover at least a three (3) day period; <br />2. cover at least 3 site(s) having a similar <br />mix of uses and design characteristics as <br />the proposed use; <br />3. record occupied parking spaces within the <br />study area at 15 minute increments; <br />4. record the information on a sketch; <br />5. summarize the information for each day of <br />the study and compile the information for <br />analysis; <br />6. factor in a peak season demand; <br />7. include an analysis section that states <br />the parking demand number for each use on <br />each site, along with the average parking <br />demand number for each use studied (all <br />sites). Said numbers shall include the <br />15% safety factor in (d) below; <br />B. include a conditions section which, based <br />upon the data and analysis, proposes a <br />standard parking rate (a certain number <br />of spaces per a certain number of square <br />feet gross building area) for a <br />particular use category. <br />22 <br />MAY 319 1995 <br />M M M <br />
