Fully sodded or otherwise <br />stabilized parking may be permitted for certain <br />areas as specified in Section 954.05, and also for <br />projects subject to infrequent use such as sites <br />having the weekly use characteristics of churches <br />upon review and approval by the Planning and Zoning <br />Commission. <br />(a) The following shall be submitted by the <br />project applicant to evaluate the use and <br />adequacy of the unpaved "infrequent use" <br />parking surface. <br />1. A topographic survey of the project site. <br />2. The intended use of the site including <br />frequency of parking and type of <br />vehicle(s) anticipated to use the site. <br />3. The location of the ground water table <br />during the wettest season of the year. <br />4. A soil profile to at least a depth of six <br />(6) feet taken at a minimum of two (2) <br />locations. <br />5. A maintenance program outlined for the <br />parking area. <br />6. A typical section of the parking lot <br />area, which depicts solid sod or other <br />proposed cover material on a stable load <br />bearing type subgrade. <br />7. A complete drainage plan for the site. <br />Each request shall be subject to approval by <br />the Indian River County Planning and Zoning <br />Commission pursuant to site plan approval. <br />(b) The following standards shall be satisfied <br />prior to the approval of non -paved parking <br />spaces. <br />1.
