ORDINANCE 95-10 <br />C. Ties to government corners and to IRCHCN monuments <br />shall conform to FGCC Third Order Class I standards <br />and shall be so certified on the face of the plat <br />under the Certificate of Surveyor._ <br />20. Limitations on Opaque Buffer Feature Materials. <br />A. Section 901.03, definition of "Buffer, opaque feature" is <br />hereby amended to read as follows: <br />Buffer, opaque feature: an additional screening <br />requirement pertaining to landscape buffers, to provide <br />a visual screen between adjacent land uses. An opaque <br />buffer feature is intended to completely exclude all <br />visual contact between uses, to a specified height (six <br />(6) feet or three (3) feet). The opaque feature is <br />applied in conjunction with a particular buffer type, <br />said buffer type consisting of canopy/shade trees, <br />_. understory and groundcover (reference Chapter 926, <br />Landscape and Buffer Ordinance). The opaque feature may <br />be composed of a wall, solid and/or slatted fence <br />landscaped earth berm, planted vegetation, or existing <br />vegetation, or any combination thereof which maintains a <br />completely opaque screen of a specified height. The <br />opaque feature must be opaque in all seasons of the year, <br />and shall not consist of fabric screening material. <br />B. <br />Section 954.10(6)c is hereby amended to read as follows: <br />C. A type "D" buffer with six ( 6 ) foot ( or greater) <br />opaque feature shall be provided on the storage lot <br />site where the site abuts a collector or arterial <br />roadway, or a local roadway where property opposite <br />the storage lot site is not zoned CH, IL, or IG. <br />Along a local roadway where property opposite the <br />storage lot site is zoned CH, IL, or IG, a type "D" <br />buffer with three (3) foot (or greater) opaque <br />feature shall be provided. <br />21. Restrictions on Certain Mining Activities. Section 934.07(3) <br />is hereby amended to read as follows: <br />(3) Conditions of the mining permit. <br />(a) The maximum project -site development phase for <br />mining activities shall not exceed twenty (20) <br />acres per phase. <br />(b) No mining excavation shall occur within one hundred <br />fifty (150) feet of a projected right-of-way line <br />of any existing or proposed public road right-of- <br />way nor within one hundred fifty (150) feet of the <br />outer perimeter of the project property. Where a <br />mining operation consists only of the removal of a <br />mound and does not consist of lowering the <br />elevation of ground below the neighboring property, <br />an exception of the one hundred fifty (150) feet <br />setback may be permitted at the time of site plan <br />approval.
