<br />THE SYSTEM
<br />General
<br />The County owns and operates water and sewer systems
<br />(collectively, the "System"), which were established in 1978. The
<br />County provides water and sewer services to a portion of the
<br />County's population, with a majority of the other County residents
<br />being serviced by private wells and septic tanks and the City of
<br />Vero Beach, Florida, which operates its own water and sewer systems.
