The County presently operates two water plants, the South County <br />plant ("South County Plant") and the North Beach plant ("North Beach <br />Plant"). The water plants have a present nominal capacity of 3 <br />million gallons per day ("MGD"). In addition, the County purchases <br />750,000 gallons of water per day from the City of Vero Beach, <br />Florida. The County is currently expanding the storage capacity of <br />the South County Plant to 5 million gallons, which expansion is <br />expected to be completed by the summer of 1989. Also under <br />construction is a transmission line connecting different areas of <br />the County's water system. On November 1, 1988, the County <br />consummated the purchase of the business and assets of the North <br />Beach Water Company consisting of the North Beach Plant and a <br />distribution system in the northern portion of the County ("NBWC <br />System"). <br />The County's sewer system currently consists of four small <br />wastewater plants and two regional plants. The County also has the <br />right to have treated up to 1.39 MGD at the municipally -owned Vero <br />Beach wastewater plant. The County is expanding each of its <br />regional plants from a treatment capacity of 1 MGD to a capacity of <br />2 MGD, with completion of such expansion expected in 2 years. <br />System Staff <br />The System presently employs 58 persons. The System is managed <br />by Terrance G. Pinto, Director of Utilities. It is the opinion of <br />management that the System enjoys excellent labor relations. <br />Water and Sewer Customers <br />The number of County water and sewer customers, expressed as the <br />number of equivalent residential units ("ERUs"), for the years <br />1984-1988 is set forth below: <br />October 31 <br />Water ERUs <br />Sewer ERUs <br />1984 <br />5,701 <br />3,351 <br />1985 <br />6,832 <br />3,437 <br />1986 <br />9,827 <br />8,824 <br />1987 <br />11,193 <br />9,339 <br />1988 <br />12,005 <br />9,552 <br />The NBWC System presently provides approximately 2,000 <br />additional Water ERUs. <br />Rate Structure <br />Rates charged by the County for water service and sewer service <br />are charged upon reservation of such service. For water service the <br />County charges a $1.82 billing charge per connection, a $5.34 base <br />facility charge per ERU per month and $1.99 volume charge per 1,000 <br />gallons of water consumption. For sewer service the billing charge <br />is $1.84 per connection, the base facility charge is $1.53 per ERU <br />18 <br />
