Environmental Specialist <br />SUBJECT: Sector 3 Beach and Dune Restoration Project (IRC1925) APTIM, Work <br />Order No. 2018006-9, Immediate Post -Construction Environmental <br />Monitoring <br />DATE: February 3, 2021 <br />DESCRIPTION AND CONDITIONS <br />On January 9, 2018, the Board of County Commissioners (BCC) approved a contract with Aptim <br />Environmental & Infrastructure, Inc. (APTIM) for professional coastal engineering and biological <br />support services related to the management and nourishment of the Sector 3 (Wabasso Beach) <br />Beach and Dune Restoration Project. The Sector 3 project area is a critically eroded 6.6 -mile <br />section of shoreline that extends from the Seaview Subdivision in the north to just south of the <br />Turtle Trail beach park. area sustained erosional damage from Hurricane Matthew (2016), Irma <br />(2017), and Dorian (2019) creating the need for repair. <br />Construction of the Sector 3 Beach and Dune Restoration project was split out into 2 phases, with <br />construction of Phase 1 currently underway and representing approximately 3.6 miles in the <br />northern portion of the project area. Phase 1 is anticipated to be completed by April 30, 2021. <br />Phase 2 will be the remainder of the project and is anticipated to be constructed in the winter of <br />2021/2022. <br />Regulatory permits issued for the beach restoration activities identify post -construction related <br />monitoring to be performed on a set schedule for several years following completion of <br />construction. These monitoring activities are evaluated to demonstrate compliance with permit <br />conditions. In the case of the Sector 3 Beach and Dune Restoration Project, post -construction <br />sea turtle and shorebird nest monitoring is required. Beach restoration permits require additional <br />monitoring and reporting when compared to the County's Habitat Conservation Plan (HCP) <br />monitoring requirements. Post -construction monitoring also includes the biological monitoring <br />of the nearshore hardbottom. resources adjacent to the project area. This permit required post - <br />construction hardbottom monitoring is not a part of the routine semi-annual physical surveys or <br />HCP monitoring. <br />36 <br />
