Board of County Commissioners Meeting Minutes - Final January 25, 2021 <br />list regarding the status of their vaccine appointment. He detailed the costs for the <br />software and commented that Luminare offered the County a 60 -day trial period <br />and announced Sarma N. Velamuri, M.D., Chief Executive Officer and Founder of <br />Luminare Inc., was available online to answer questions regarding the software. <br />Dr. Velamuri provided background on the Luminare Innoculate Vaccine <br />Management System and responded to the questions by the Board on the software's <br />capabilities, outlined the time frame for the implementation of the software, and he <br />confirmed that the software would create the wait list online and be integrated with <br />Florida SHOTS through the County. <br />Administrator Brown recapped discussions from the January 19, 2021 Board <br />Meeting regarding the vaccine registration system, and shared the concerns from <br />the Board and staff if the County did not go with Sharecare. He detailed the price <br />and commitment of the Luminare software, and noted that the $155,000 cost would <br />come from the CARES Act 2.0 Fund. He then provided a summary and <br />comparison of the Sharecare and Luminare software options. <br />Information Technology Director Dan Russell addressed the data integration <br />between the County and Florida SHOTS and he felt Luminare would be able to <br />accomplish the integration quickly. He discussed the additional integration with <br />Luminare and the Everbridge Alert System to provide for text, voice, and e-mail <br />capability, and he provided a timeline for the rollout of the vaccine management <br />system. <br />Commissioner Moss received clarification from County Attorney Dylan Reingold <br />on the notice requirement after the 60 -day trial period in the Luminare Software <br />Service Agreement. <br />Vice Chairman O'Bryan voiced his position on moving forward with Luminare so <br />the residents could be placed on a waiting list for the vaccine, and rescinded his <br />previous request for the Board to take a break to obtain additional information on <br />Sharecare. <br />Commissioner Earman agreed with the Vice Chairman's position and received <br />confirmation from Administrator Brown that the County would still need to operate <br />a call center. A discussion followed on limiting the costs solely to the CARES Act <br />2.0 Funds. Commissioner Moss felt that the County in the long term would want <br />to move to Sharecare. She supported the motion to move forward with Luminare, <br />but with reservation. <br />The Chairman opened the discussion for public comment. <br />Joseph Paladin supported the Board and star's recommendation to utilize the <br />Luminare. <br />Indian River County Florida Page 3 <br />
