WISEMEN, P.E <br />AND STAFFED ENVIRONMENTAL ENGINEER <br />VY <br />BY: DEPARTMENT OF UTILITY SkRVICES <br />SUBJECT: ARTIFICIAL WETLAND PROJECT <br />ADDITIONAL SERVICES <br />INDIAN RIVER COUNTY PROJECT NO. IIS -93 -05 -ED <br />On February 7, 1995, the Board of County Commissioners approved and <br />executed an agreement with Coastal Construction of Brevard. The <br />construction is in progress and approximately 55% completed. The <br />MSSW permit received from the Department of Environmental Protection <br />requires the County to conduct additional monitoring of the surface <br />water elevation of the existing ± 20 acres of the Cypress area. <br />Also, the permit requires the County to. identify and limit the <br />jurisdictional wetland in excess of that normally proposed in this <br />type of project. <br />ANALYSIS <br />The staff gauge and delineation of the jurisdictional wetland was <br />performed by Ecotech Scientist. The services are covered in Section <br />1, Tasks 3 and 4 in a letter dated March 10, 1995 to the County by <br />Masteller and Moler. <br />Section 2 for additional services arose as a result of the discharge <br />of effluent from the wetlands to the County canal system (waters of <br />the State). This would not be necessary if the Department of <br />Environmental Protection would accept the artificial wetland as a <br />disposal system instead of as an additional treatment of a <br />wastewater treatment system. <br />Section 3 is for additional services to provide a better entrance <br />road to the treatment plant and wetlands system. The existing <br />design was considered to be the inexpensive way for an access road; <br />however, it does require periodic -maintenance.
