F_ <br />o Existing Conditions <br />Presently, 82nd Avenue is a two-lane road classified as an urban <br />minor arterial on the future roadway thoroughfare plan map. From <br />the St. Lucie County line to 9th Street S.W. (Oslo Road), 82nd <br />Avenue has approximately 60 feet of public road right-of-way. <br />South of Oslo Road, 82nd Avenue is not built, except for the <br />southern 2800 feet along the eastern boundary of the Fly In Ranches <br />Subdivision. Eighty-second Avenue is paved from Oslo Road to 26th <br />Street, -and unpaved north of 26th Street. From Oslo Road to S.R. <br />60, 82nd Avenue has approximately 80 feet of public road right-of- <br />way. From S.R. 60 to 69th Street, 82nd Avenue has approximately 30 <br />feet of public road right-of-way. From 69th Street to C.R. 510, <br />82nd Avenue has no public road right-of-way, although there is some <br />canal right-of-way that is used for public access. This segment of <br />82nd Avenue is programmed for expansion to 80 feet of public road <br />right-of-way by 2010. <br />Land uses surrounding 82nd Avenue consist mostly of agriculturally <br />zoned citrus groves and vacant land. However, 82nd Avenue runs <br />through, or along the border of, some residentially designated <br />areas in the southern part of the county. Additionally, 82nd <br />Avenue passes through commercial/ industrial nodes on 9th Street <br />S.W. (Oslo Road) and S.R. 60. A small percentage of the vacant <br />land bordering 82nd Avenue may contain environmentally valuable <br />scrub or pine forest. <br />ANALYSIS <br />Following a discussion of the consistency of the proposed <br />amendments with the comprehensive plan, this section will present <br />an analysis of the reasonableness of each of the proposed <br />amendments. <br />CONSISTENCY WITH THE COMPREHENSIVE PLAN <br />As part of staff's analysis, comprehensive plan amendment requests <br />are reviewed for consistency with all policies of the comprehensive <br />plan. As per section 800.07(1) of the county code, the <br />"comprehensive plan 'may only be amended in such a way as to <br />preserve the internal consistency of the plan pursuant to Section <br />163.3177(2) F.S." <br />The goals, objectives and policies are the most important parts of <br />the comprehensive plan. Policies are statements in the plan which <br />identify the actions which the county will take. in order to direct <br />the community's development. As courses of action committed to by <br />the county, policies provide the basis for all county land <br />development related decisions --including plan amendment decisions. <br />While all comprehensive plan policies are important, some have more <br />applicability than others in reviewing plan amendment requests. Of <br />particular applicability to these proposed amendments are the <br />following policies and objectives. <br />Future Land Use Element Policy 13.3 <br />In evaluating any comprehensive plan amendment request, the most <br />important consideration is Future Land Use Element Policy 13.3. <br />This policy requires that at least one of three criteria be met in <br />order to approve a comprehensive plan amendment. These criteria <br />are: <br />• a mistake in the approved plan; <br />• an oversight in the approved plan; or <br />• a substantial change in circumstances. <br />JUNE 13, 1995 13 <br />M <br />M <br />
