The proposed amendment will revise these policies <br />to include the MPO in all transportation planning. <br />The formation of an MPO constitutes a substantial change in <br />circumstances. For that reason, the proposed amendments to Traffic <br />Circulation Element Policies 8.3 and 8.5 meet Future Land Use <br />Element Policy 13.3's third criterion and are consistent with <br />Future Land Use Element Policy 13.3. <br />° Citrus Highway (County Road 609) <br />Since the comprehensive plan was adopted, there has been a <br />substantial change in circumstances regarding the Citrus Highway. <br />At that time, there were no formal plans for a Citrus Highway. <br />Subsequent to plan adoption, however, the citrus industry <br />approached FDOT and representatives of Indian River, Martin, and <br />St. Lucie Counties, regarding the need for a multi -county roadway <br />to serve the citrus industry. FDOT and county representatives <br />determined that such a roadway may provide multiple benefits by <br />getting citrus trucks off other arterial roads and on the Citrus <br />Road. Based upon the initial determination of potential benefits, <br />FDOT programmed a CPDR study for the Citrus Highway. The completed <br />CPDR has determined that the proposed Citrus Highway is justified <br />and that 82nd is the best alignment in Indian River County. <br />These actions constitute a substantial change in circumstances <br />affecting the Citrus Highway and meet the third criterion of Future <br />Land Use Element Policy 13.3. For that reason, the proposed <br />amendment is consistent with Future Land Use Element Policy 13.3. <br />At least one of the Future Land Use Element Policy 13.3 criteria is <br />met by each proposed amendment. Therefore, all proposed amendments <br />are consistent with Future Land Use Element Policy 13.3. <br />Consistency with Other Comprehensive Plan Policies and Obiectives <br />While Future Land Use Element Policy 13.3 is of special relevance <br />to all comprehensive plan amendments, other objectives and policies <br />are particularly applicable to the Housing Element amendment and <br />the Traffic Circulation Element amendment dealing with the Citrus <br />Highway. <br />Housing Element <br />Housing Element Objectives 1 and 4; and Policies. 1.5, 4.2, 4.4, and <br />5.1; as well as Economic Development Element Objective 8; and <br />Policies 8.1 and 8.3; all dealing with the provision of affordable <br />housing in the county are particularly applicable to the Housing <br />Element portion of this request. <br />By modifying the comprehensive plan's definition of affordable <br />housing, the proposed amendment will ensure that the county can <br />continue to participate in several state funded programs that <br />promote housing affordability in the county. For that reason, the <br />proposed amendment is consistent with the referenced objectives and <br />policies. <br />- Citrus Highway (County Road 609) <br />Objectives and policies of the comprehensive plan which are <br />particularly applicable to this amendment are Traffic Circulation <br />Element Policy 1.1, Economic Development Element Policy 3.4, <br />Capital Improvements Element Policy 1.6, and Ports, Aviation, and <br />Related Facilities Element Objective 3. <br />JUNE 139 1995 <br />15 <br />
