The proposed changes to Policy 2.1 will provide for the use of <br />state road LOS standards for all county roads. That change <br />reflects the fact that state and county roads are designed and <br />operate similarly. Additionally, the proposed change will increase <br />efficiency in administration. <br />Finally, changes to the Traffic Circulation Element involve <br />policies 8.3 and 8.5. The intent of these policies is to ensure <br />intergovernmental coordination in transportation planning in the <br />county. The proposed changes work to accomplish that task by <br />incorporating the formation of, and the existing transportation <br />planning responsibilities of, the MPO into these policies. <br />CONCLUSION <br />The proposed amendments will enhance the plan by updating the <br />Housing and Traffic Circulation Elements to reflect new conditions <br />and information. .The proposed changes to the Future Land Use <br />Element add accuracy and clarity to the comprehensive plan. Also, <br />the analysis demonstrates that these amendments maintain the plan's <br />internal consistency. For these reasons, staff supports the <br />adoption of the proposed amendments. <br />Based on the analysis, staff and the Planning and Zoning Commission <br />recommend that the Board of County Commissioners transmit this <br />request to DCA and request DCA and all reviewing agencies to <br />conduct a full review of the amendment. <br />Director Keating advised there are three sections to this <br />amendment to the Comp Plan: (1) the Land Use Amendment which would <br />amend the allowable -activities under the PUB (public) category to <br />specify that landfill activities are allowed; (2) the Housing <br />Amendment which would change the definition of affordable housing <br />to correspond with definitions used by the State and SHIP; and (3) <br />the Traffic Amendment which would (a) reflect the formation of the <br />MPO Advisory group, (b) change the roadway level of service <br />determinations, update the revisions of the State's minimal roadway <br />capacity with all roadways to be assessed under the State road <br />categories; and (c) incorporate the proposed citrus highway <br />corridor on the County's thoroughfare plan. All three amendments <br />contain minor text changes only. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. There being none, he closed the <br />public hearing. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Tippin, the Board unanimously adopted <br />Resolution 95-68, approving the transmittal of a <br />proposed amendment to the Indian River County <br />Comprehensive Plan to the State of Florida <br />Department of Community Affairs for their review. <br />JUNE 139 1995 18 Bou 95 PAGE 358 <br />
