the St. Johns River Water Management District purchased the subject <br />property, with each party acquiring an undivided one-half interest. <br />The subject property is generally known as the Oslo Riverfront <br />Conservation Area. <br />The County and the District have subsequently developed and adopted <br />a management plan for this environmentally important site. That <br />plan calls for the land to be used for resource management and <br />passive/non-consumptive recreation. Furthermore, that plan states <br />that in early 1995, the county will initiate a land use amendment <br />and rezoning request to designate the property as conservation <br />land. The purpose of this request, in addition to meeting that <br />commitment, is to secure the necessary land use designation' and <br />zoning to ensure that the subject property's environmental <br />significance will be preserved, and that the future use of the site <br />will be consistent with the site's management plan. <br />On April 27, 1995, the Planning and Zoning Commission voted 6-0 to <br />recommend that the Board of County Commissioners transmit the <br />proposed land use amendment to 'the State Department of Community <br />Affairs (DCA) for their review. The Board of County Commissioners <br />is now to decide whether or not the subject request is to be <br />transmitted to DCA for their review. <br />Existing Land Use Pattern - <br />Consisting primarily of wooded areas and wetlands, the subject <br />property is presently undeveloped. As depicted in attachment 4, <br />nearly the entire site is zoned RS -1 in the county zoning atlas. <br />The exceptions are two small RM -6 zoned areas, abutting the South <br />Vero Square Shopping Center, in the southwest portion of the site. <br />North of the eastern portion of the subject property is undeveloped <br />RS -1 zoned land owned by the Indian River Farms Water Control <br />District (IRFWCD). This. IRFWCD land is estuarine wetland <br />associated with the South Relief Canal at its connection to the <br />Indian River Lagoon. <br />The northern portion of the site's western boundary borders the <br />Vista Royale Condominium project. This development is moned RM -10, <br />Multiple -Family Residential District (up to 10 units/acre). The <br />portion of this development actually abutting the subject property <br />consists of a golf course and a wastewater treatment plant. <br />To the north of the west portion of the subject property is the <br />Forest Park subdivision of single-family lots. This subdivision is <br />zoned RS -6, Single -Family Residential District (up to 6 units/ <br />acre). A tract of RS -1 zoned land consisting of a freshwater <br />wetland has been preserved to meet Forest Park's stormwater <br />retention and open space requirements. This tract is located <br />between the subject property and the northern part of the <br />subdivision. <br />South of the Forest Park Subdivision, the western boundary of the <br />subject property abuts the South Vero Square Shopping Center which <br />is zoned CG, General Commercial District. <br />The subject property has approximately 568 feet of frontage on Oslo <br />Road, between the South Vero Square Shopping Center and the <br />Entomology Lab (a research building associated with the University <br />of Florida)•: In this area, land on both sides of Oslo Road, to a <br />depth of 250 to 330 feet, is zoned RM -6. The remainder of the <br />southern boundary of the subject property abuts RS -1 zoned land <br />containing the Entomology Lab. <br />JUNE 139 1995 <br />38 <br />800K 95 <br />
