While it is not possible to legislate quality design and <br />construction, staff will ensure that all of the county's <br />regulations are met when the property develops. With regard to the <br />specific concerns mentioned in your letter relating to stormwater <br />management, endangered species, buffering, lighting, and traffic, <br />be advised that these issues are all addressed in the LDRs. In <br />reviewing any project proposed for the referenced property, staff <br />will ensure that there is no off-site impact because of site <br />lighting, that all traffic issues are addressed and adequate <br />roadway- capacity and safety is maintained; and that there is no <br />adverse impact on endangered species (see section 929.09 attached). <br />Through the site plan review process, staff will ensure that the <br />appropriate buffers are constructed prior to completion of any <br />commercial project. With respect to the stormwater quality issue <br />raised in your letter please note that the county's engineering <br />division has deferred stormwater quality review to the St. John's <br />River Water Management District. Therefore, in regards to this <br />issue you may want to contact the St. John's River Water Management <br />District at 407-984-4940. <br />As per your request, staff will contact you if and when a <br />development application is filed for the subject property. Staff <br />welcomes your input on any development proposed for the site. The beautiful, <br />park -like aspect would be destroyed by converting it to a high <br />traffic artery, and there is no need to do so. With the Land <br />Development Regulations the board of commissioners has approved, <br />no significant development can occur on the barrier island.
