Rea ng, AICP <br />Community Develop ent rector <br />FROM: Reith Burnsed vkpp <br />MPO Planner <br />DATE: June 1, 1995 <br />RE: CITRUS HIGHWAY CORRIDOR PLANNING AND DESIGN REPORT <br />It is requested that the <br />consideration by the Board <br />meeting of June 13, 1995. <br />DESCRIPTION AND CONDITIONS <br />data herein presented be given formal <br />of County Commissioners at their regular <br />The Citrus Highway (County Road 609) is a proposed two-lane roadway <br />that will link the citrus groves, processing facilities, and <br />markets in Indian River, St.. Lucie, and Martin Counties. As <br />proposed, the Citrus Highway will extend approximately 48 miles <br />from Wabasso Road (County Road 510) in Indian River County to <br />Indiantown Road (State Road 710) in Martin County. <br />To study the proposed Citrus Highway, the Florida Department of <br />Transportation (FDOT) hired'a consultant to complete a Corridor <br />Planning and Design Report. Since 1993, the consultant has worked <br />on the project through a Citrus Highway Technical Advisory <br />Committee consisting of representatives from FDOT, the Treasure <br />Coast Regional Planning Council, the Indian River Citrus League, <br />and Indian River, St. Lucie, and Martin Counties. <br />With the Corridor Planning and Design Report now complete, staff <br />has initiated a request to incorporate the Citrus Highway into the <br />county's comprehensive plan. To further ensure consistency among <br />plans affecting the county's transportation system, the Indian <br />River County MPO placed the Citrus Highway on the 2020 Cost <br />Feasible Plan, which is the MPO's list of highway improvements that <br />will be undertaken in the MPO area. <br />On April 15, 1995, the Martin County Commission voted to accept the <br />Citrus Highway Final Report, and the St. Lucie County Commission <br />accepted the report at its May 9, 1995 meeting. The Indian River <br />County MPO will consider the report at its June 14, 1995 meeting. <br />At this time, staff requests that the Board of County Commissioners <br />formally accept the report. <br />ANALYSIS <br />In undertaking the Citrus Highway study, the study team developed <br />six alternative alignments. These alignments follow the existing <br />Dale Hairy Road (CR 609) in Martin County, then follow alternative <br />roadways through central and north St. Lucie County, and continue <br />JUNE 139 1995 85 <br />
