03/09/2021 10.A.1. <br />Recommendations: Code Changes - Water & Sewer Accounts <br />➢ From March 15, 2021, through June 14, 2021, the. County will waive all penalties and <br />interest on any water and sewer accounts that have accumulated over 24 months of unpaid <br />water and/or sewer bills. <br />➢ From March 15, 2021, through May 6, 2022, the County will waive 90% of all accumulated <br />penalty and interest charges on any water and sewer accounts that have accumulated over <br />24 months of water and/or sewer bills. In order to qualify for this option, the owner will be <br />required to sign a payment agreement prior to May 6, 2021. <br />➢ For accounts described above and any future accounts with over 24 months of delinquent <br />water and sewer bills, staff shall notify the owner that the County will seek foreclosure if the <br />account is not brought current within 60 days. If the owner fails to do so, the utility director <br />or designee shall make a final settlement offer in lieu of foreclosure. If the attempt to settle <br />fails, the staff shall work through the county attorney to seek foreclosure. <br />Recommendations: Code Changes - Impact Fee loans <br />➢ From March 15, 2021, through June 14, 2021, the County will waive all penalties and <br />interest on any delinquent impact fee loan accounts if the owner pays the outstanding <br />principle balance in full. <br />➢ From March 15, 2021, through May 6, 2022, the County will waive 90% of all penalty and <br />interest charges on any delinquent impact fee loan accounts if the owner pays the principle <br />balance in full. In order to qualify for this option, the owner will be required to sign a <br />payment agreement prior to May 6, 2021. , <br />For any impact fee loan accounts that are delinquent as of month 48 of the impact fee loan <br />period, staff shall notify the owner that the County will. seek foreclosure if the account is not <br />brought current within 60 days. If the owner fails to do so, the utility director or designee <br />shall make a final settlement offer in lieu of foreclosure. If the attempt to settle fails, staff <br />shall work through the county attorney to seek foreclosure. <br />4 <br />
