Board of County Commissioners Meeting Minutes - Final March 2, 2021 <br />E. Commissioner Laura Moss <br />14.E.1. 21-0294 Small Non -Profit Grant Program <br />Recommended Action: Discuss <br />Attachments: Commissioner's Memorandum <br />Small Non -Profit Grant Criteria <br />IRC Non -Profit Market Report 2020 <br />Commissioner Moss addressed her fellow Board members to advocate for a <br />Small Non -Profit Grant Program to assist the County's small non-profit <br />agencies. She suggested that the proposed program would mirror the Small <br />Business Grant Program, and that Mr. Tom Kindred of the Small Business <br />Development Center at Indian River State College was willing to process the <br />applications. <br />The following representatives spoke on behalf of local small non-profit <br />agencies: <br />Dr. Crystal Bujol, Gifford Youth Orchestra <br />Mr. Ted Pankiewicz, For the Love of Paws <br />Ms. Janie Graves Hoover, Main Street Vero Beach <br />Ms. Ruth Stanbridge, Indian River County Historical Society <br />Ms. Barbara Schlitt Ford, Environmental Learning Center and Indian River <br />Cares <br />Ms. Heather Stapleton, Heritage Center and Indian River Citrus Museum <br />Mr. Freddie Woolfork, Gifford Youth Achievement Center <br />County Administrator Jason Brown spoke about the previously allocated <br />CARES Act funds, and added that he would be returning to the Board in the <br />near future with a CARES Act funding/spending update. He informed the <br />Board that the list of non-profit agencies within the County was vast, and that if <br />staff was directed to move forward immediately, funding would be taken from <br />the Mortgage and Rental Assistance Program. <br />County Attorney Dylan Reingold made note of the great not-for-profit agencies <br />in the community. However, he voiced concern regarding the future <br />ramifications that could arise from the County giving money directly to certain <br />agencies. It was pointed out by Chairman Flescher and agreed upon by <br />Attorney Reingold that the purpose of the partnership with the United Way was <br />to determine eligibility for the disbursement of CARES Act funds. <br />Commissioner Earman sought and received clarification from Administrator <br />Brown about the guidelines the United Way had followed when providing <br />assistance.
