Board of County Commissioners Meeting Minutes - Final March 2, 2021 <br />United Way for the betterment of the community. Commissioner Moss made it <br />clear that the proposed Small Non -Profit Grant Program was not intended to <br />duplicate the assistance the agencies had received from the United Way, but for <br />the non -profits to be given the flexibility to use the grant funds however they <br />were needed. <br />Chairman Flescher called for a recess at 10: 53 a.m., and reconvened the <br />meeting at 11:04 a.m., with all members present. <br />Dori Stone, President, Indian River County Chamber of Commerce, spoke via <br />Zoom to request that 501(c)(6) organizations, Membership Based Nonprofits, <br />be included when considering criteria for the proposed grant recipients. <br />Detailed discussion ensued among the Board with the majority not in favor of <br />reallocating CARES Act dollars from the Mortgage and Rental Assistance <br />Program. It was suggested that the topic be revisited if an additional round of <br />CARES Act funding was received, and that the nonprofit agencies could reach <br />out for assistance to their donors or to the municipalities where they were <br />located. They also discussed the County's funding of nonprofits and <br />criteria/eligibility if the Board voted to approve funding for small non -profits in <br />the future. <br />Commissioner Moss reminded her fellow Commissioners that she first brought <br />the topic to them on January 5, 2021. She recommended that staff begin to <br />work on the criteria/specifics for grant funding for small nonprofit agencies and <br />return to the Board with a proposal. Vice Chairman O'Bryan recalled that there <br />was no support in early January when the item was presented, and he did not <br />feel it was a good use of staff time. Chairman Flescher agreed with the Vice <br />Chairman, and he was confident that if the Board directed staff to fund small <br />non-profit agencies with the second round of CARES Act funding, staff would <br />work swiftly to make it happen. Commissioner Adams clarified that the Board <br />was responsible for directing staff to move forward; however, there appeared to <br />be no support at the present time. Commissioner Earman cited timing as his <br />reason for not supporting the item, and he suggested revisiting the topic in <br />30-45 days or after a new round of CARES Act funding was confirmed. <br />A motion was made by Commissioner Moss to direct staff to move forward with <br />the development of a grant assistance program for small non-profit agencies, and <br />to return to the Board with a proposal.
