Donaldson, P.E., Coastal Engineeiv-,�� <br />SUBJECT: PEP Reef Survey Consultant Selection <br />DATE: June 12, 1995 FILE: PEPRFP . AGN <br />DESCRIPTION AND CONDITIONS <br />The Board of County Commissioners established a selection committee <br />and authorized staff to advertise for a survey consultant for the <br />monitoring of the PEP Reef in accordance with the test plan and <br />permits. Two consultants responded to the request for proposal <br />that was advertised on May 12 and 17, 1995. Staff believes the <br />limited number of respondents was due in large part to the highly <br />specialized nature of off -shore survey requirements and limited <br />time allowed for respondents to prepare a proposal. The time <br />limitation was based on the fact that staff anticipated requiring <br />survey services -for a summer, 1995 installation. <br />The selection committee reviewed the proposals and ranked each firm <br />on their ability to meet the technical requirements and ability to <br />mobilize in a timely manner. The selection committee feels that <br />both of the re'spondants are highly qualified for the job and could <br />provide the county with excellent services. The selection Committee <br />ranking is as follows: <br />1) Morgan & Ecklund <br />2) Sea Systems Corp. <br />The selection committee recommends the Board of County <br />-Commissioners authorize staff to negotiate a contract with Morgan <br />& Ecklund for near -shore and hydrographic surveying in accordance <br />with the test plan developed by the Corps of Engineers for the Vero <br />Beach PEP Reef installation. In addition, staff recommends the <br />Board of County Commissioners authorize staff to negotiate a unit <br />price for coastal beach surveying outside the limits of the PEP <br />Reef Test Plan. This will allow for the collection of survey data <br />for erosion analysis or storm damage assessments in the north <br />county or other regions of the county. <br />ALTERNATIVES AND ANALYSIS <br />The following alternatives are presented: <br />Alternative No 1 <br />Authorize staff to negotiate a contract with Morgan & <br />Ecklund for survey in accordance with the permitted Test <br />Plan and negotiate a unit price for coastal beach and <br />hydrographic surveying outside the test plan area. <br />June 20, 1995 <br />pa <br />42 <br />t <br />
