95 fia49 <br />the contract with'. American Coastal Engineering Inc. on <br />February 28, 1995 for a archeological investigation using a <br />magnetometer survey. The cost of this survey and report was <br />$15,850. <br />Sea Systems Corp., subcontractor to American Coastal <br />Engineering Inc. • performed the survey and found numerous <br />anomalies. Each of these anomalies were investigated to the <br />extent practical with the equipment they had on hand. Because <br />they were only able to look within a few feet of the surface <br />of the sand, not all anomalies were identified. The Corps. of <br />Engineers and the State Historical Preservation Officer have <br />reviewed the archeological report that was submitted to them <br />on April 13,•1995. The Corps has recommended that either a <br />150' "No Work Buffer Zone" be placed around six anomalies that <br />were not identified or a supplemental report be prepared for <br />these sites and submitted to the Corps for review (See <br />attached). <br />Staff had requested the Corps consider a permit condition <br />whereby the County could investigate these anomalies during <br />construction. However, the Corps of Engineers and the State <br />Historical Officer did not agree to this condition. A 150' <br />buffer would eliminate approximately one-quarter of the <br />project. Therefore, staff requested American Coastal <br />Engineering Inc. to prepare a contract amendment for a <br />supplemental report as requested by the Army Corps of <br />Engineers.* <br />Sea Systems Corporation has prepared a proposal for American <br />Coastal Engineering Inc. (see attached). It is anticipated <br />that the six anomalies can be identified in one day at a cost <br />of $4,855, however, because some of these anomalies may be <br />deep, an extra day may be required at an additional cost of <br />$3,755. The total cost for the two' days 'of work and <br />preparation of the supplemental reports under the guidance of <br />a qualified archeologist is $8,610. If the two days of survey <br />are required, the total cost for the archeological <br />investigation -and report will be $24,460. <br />ALTERNATIVES AND ANALYSIS <br />The following alternatives are presented: <br />Alternative No 1 <br />Authorize amending American Coastal Engineering's <br />contract in the amount of $8,610. This will allow <br />identification of all anomalies so that the Corps. <br />permit will be unencumbered by 'any condition that <br />would prevent a full installation of .the Reef and <br />will eliminate any speculation that the project may <br />impact a historical resource. <br />Alternative No, 2 <br />Delay a contract addendum until such time that all <br />DER permits have been issued. <br />Staff recommends Alternative No. 1, contract amendment in the <br />amount of $8,610.
