�ooK 95 PnE 581 <br />PROPOSED DEVELOPMENT: <br />Knight, McGuire & Associates, Inc. has submitted an application for <br />concurrent preliminary PD plan/plat approval and conceptual special <br />PD approval to modify the Windsor conceptual PD. The preliminary <br />PD plan/plat is for a 3 lot subdivision for single family courtyard <br />homes, where "lots" are platted, lands lying underneath residential <br />buildings. The conceptual PD modification is to allow design <br />waivers, not covered by the original and approved conceptual PD <br />plan. These additional waivers are necessary to allow the proposed <br />courtyard home concept that is proposed on the submitted <br />preliminary PD plan. <br />The applicant is seeking to obtain conceptual PD plan approval <br />which would allow construction of platted courtyard homes within <br />the southerly and northerly Village areas on the west side of SR A- <br />1 -A and within the Windsor beach cottage/multi-family area east of <br />SR A -1-A. Please see attachment #4 which depicts where these <br />"courtyard" units would be allowed. If the request is granted, the <br />overall density and number of units for Windsor will not increase. <br />At its May 25, 1995 meeting, the Planning and Zoning Commission <br />voted unanimously to grant preliminary PD approval subject to Board <br />of County Commissioners approval of the special exception <br />conceptual PD plan modification and voted unanimously to recommend <br />that the Board of County Commissioners grant special exception PD <br />plan modification. The Board is now to approve, approve with <br />conditions, or deny the special exception use request. If the <br />request is approved, the preliminary PD plan approval will become <br />effective. <br />ANALYSIS: <br />1. Zoning Classifications: RS -3, Residential Single Family <br />District (up to 3 units per acre), and RM -3, Residential <br />Multi -Family District (up to 3 units per acre). <br />2. Land Use Designation: L-1, Low Density Residential (up to 3 <br />units per acre) <br />3. Project Size: Conceptual Plan: 415.51 acres <br />Preliminary PD Plan: 0.15 acres <br />4. Density: 0.97 units/acre overall conceptual plan <br />The project's highest density area is located within the <br />project's "village" area. The total number of overall Windsor <br />project units (400 units) and density at the Windsor <br />development will not change if this application is approved. <br />Approval will allow small lots to be platted around unit types <br />already allowed to be constructed within Windsor. <br />5. Utilities: The existing development is served by public water <br />and wastewater, and will continue to be served by these <br />facilities. Utility Services has no objection to approval of <br />the proposed modifications and preliminary PD plan. <br />15 <br />JUNE 279 1995 <br />
