Compatibility: The developer is proposing that the requested <br />design waivers be applied to the village lots on the west side <br />of SR A -1-A and the undeveloped portion of the project east of <br />SR A -1-A (the beach cottage/multi-family area). It is staff's <br />opinion that the request is compatible based upon multi -family <br />uses and unit types presently allowed in these areas and that <br />effective, overall project buffering has already been provided <br />and will not be altered with this request. <br />The conceptual plan will control the density throughout the <br />project and on individual blocks. The applicant will not be <br />allowed to exceed the current project density via this <br />request. The application of the courtyard home product will <br />be approved by the Planning and Zoning Commission on a phase <br />by phase basis within the project through the preliminary PD <br />plan/plat process.. <br />13. Surrounding Land Use and Zoning: <br />North: Ocean Way Subdivision, Grove/RS-3, RM -3, A-1 <br />South: Town of Orchid, Residences/Residential, RS -3 <br />East: Atlantic Ocean/N/A <br />West: Indian River/N/A <br />RECOMMENDATION: <br />Based on the above analysis, staff recommends that the Board of <br />County Commissioners grant special exception PD approval for the <br />overall .Windsor PD modifications, subject to the following <br />condition.- <br />1. <br />ondition: <br />1. That the courtyard homes shall be limited to the Village areas <br />and the undeveloped portion of the project east of SR A -1-A <br />(beach cottages/multi-family area). <br />Chairman Macht opened the Public Hearing and asked if anyone <br />wished to be heard in this matter. There being none, he closed the <br />Public Hearing. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bird, the Board unanimously approved <br />Windsor Properties' request for Conceptual Plan <br />Modification subject to the conditions outlined in <br />staff's recommendation. <br />JUNE 279 1995 <br />
