BooK 9 5 Fr1��c��� � <br />-Fie County using local funds, so the scope and cost of the <br />enhancement project would be less than originally proposed. The <br />cost for this project would still be too high to be fully funded in <br />the next available funding cycle; however, by revising the project <br />to remove several sidewalk segments, the project cost could be <br />reduced to correspond to available funding amounts. <br />A third project, the County Cyclists Loop, would provide paved <br />highway shoulders for cyclists, but this project does not meet the <br />needs of school age children who walk or ride a bicycle to school. <br />Another project, the Vero Beach/Glendale Elementary Project, would <br />provide additional sidewalks in a needed area, but the priority of <br />the sidewalks is not as high as those of the South County <br />Recreation Network. <br />Ranked sixth among last year's County submittals, the Gifford <br />Commercial/Medical Connector would provide needed sidewalks and <br />bikepaths in the Gifford area, and would provide additional <br />connections to area schools. The facilities listed in the <br />application would not, however, provide sidewalks to the areas <br />considered most in need by the School District. <br />Another potential enhancement project included in last year's <br />discussions is the provision of a sidewalk along Roseland Road from <br />US 1 to CR 512. This project would not provide facilities on the <br />School District's priority list. <br />Proposed 1995 Enhancement Application <br />Considering the above discussion, staff recommends that the County <br />make application for a portion of the South County Recreation <br />Network. The Public Works and Community Development Departments <br />have coordinated to determine which sidewalks and bikepaths could <br />be included in this enhancement application to use the available <br />enhancement funding and get the project programmed as early as <br />possible. Making this single application ensures that the County <br />uses available enhancement, funds to the fullest possible extent <br />while avoiding the expenditure of staff time that would be <br />necessary to re -submit all unfunded 1994 applications. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners authorize <br />staff to submit the above referenced transportation enhancement <br />project application, agree to be the project sponsor for the <br />application, and authorize the chairman to execute a project <br />sponsor certification statement for the application. <br />59 <br />KNE 279 1995 <br />
