10%9 F, E . <br />SPACE NEEDS - COUNTY ADSTRATION BUILDING <br />POSSIBLE TRADE WITH SCHOOL DISTRICT <br />The Board reviewed the following memo dated 6/21/95: <br />DATE: - JUNE 21, 1995 <br />TO: HONORABLE BOARD OF COUNTY COMMISSIONERS <br />THRU: JAMES E. CHANDLER <br />COUNTY ADMINISTRATOR <br />FROM: H.T. "SONNY" DEAN, DIRECTO <br />DEPARTMENT OF GENERAL SERVICES <br />SUBJECT: COUNTY STAFF SPACE NEEDS <br />VACANT STATE ATTORNEY'S OFFICE BUILDING <br />BACKGROUND: <br />On Tuesday, June 21, 1995, staff met with the Vero Beach City <br />Council to discuss their position on the County perusing the <br />addition of a fourth floor to the County Administration Building. <br />It was the City's position not to provide support through the court <br />system but would agree to a referendum in March 1996, as allowed by <br />ordinance. <br />As you recall, renovations of the Administrations Building's HVAC <br />system was tied to the fourth floor addition. It is staff's <br />feeling that our space needs and the HVAC renovations cannot wait <br />until March, 1996 and stand a chance of not being able to proceed <br />with a plan after the referendum was not in our favor. <br />The Board had approved staff's recommendation for expansion which <br />included sale of the old Health Clinic, Courthouse Annex and former <br />State Attorney's office building. Revenues from sale of these <br />buildings were to be used to off -set cost associated with our over <br />all plan for expanding facilities to accommodate the space needs. <br />This, along with budgeted dollars, would almost cover the <br />anticipated costs for this project. <br />The School District originally approached the County to sell them <br />the former State Attorney's office building and we gave them a <br />price which equaled the appraised value. Now the District has <br />requested that we lease them this building for $1.00/year. Staff <br />advised Mr. Greg Smith of the District, that disposition of the <br />building would not be addressed until our expansion plans were <br />resolved with a definite plan of action. They wanted to put the <br />building to use in the 1995-96 school year. <br />Along with the above, we are using the old State Attorneys building <br />for storage of records for our various departments and other <br />constitutional officers. Conditioned and adequately protected <br />storage space is really getting to be a problem that will need to <br />be addressed if this building is disposed of. <br />RECOMMENDATIONS: <br />Staff recommends the following: <br />1. A professional architect/engineering firm be hired under <br />guidelines of the Consultant's Competitive Negotiation Act (CCNA). <br />Once engaged part of their scope of work would be. <br />65 <br />JUNE 279 1995 <br />W <br />
