Managing Director GeosMtect*l July 2021 <br />Page 6 Consultants <br />Geosyntec will complete the required FDEP Form 62-210.900(1), and prepare a transmittal letter <br />to FDEP that summarizes the permit renewal application package. <br />Phase 4 — Response to Regulatory Comments <br />Following submittal of the Permit Renewal Application, Geosyntec will schedule a <br />teleconference with the Tallahassee office of the FDEP Air Resource Management Division <br />(DARM) to present and discuss the application package. Geosyntec will provide FDEP with <br />written responses to RAIs throughout the course of the permit application review process. For <br />the purpose of the budget estimate, Geosyntec has estimated one response to FDEP RAI will be <br />required. <br />Geosyntec will also review and provide comments on the draft Title V Permit issued by FDEP to <br />ensure that it is consistent with the facility requirements and does not contain unexpected <br />compliance and monitoring requirements. <br />SCHEDULE <br />Geosyntec will initiate work immediately upon receipt of Notice to Proceed (NTP) from SWDD. <br />Geosyntec has assumed that this NTP would be issued no later than 13 July 2021 in order for us <br />to complete the work and submit the two EPA -required reports by September 20, 2021 and the <br />Title V Air Operation Permit Renewal Application to FDEP before the deadline of October 19, <br />2021. Also, we have tentatively scheduled the field sampling work for August 10, 2021 and will <br />need to notify FDEP two weeks prior to the field work. <br />BUDGET ESTIMATE AND ASSUMPTIONS <br />The following assumptions were used to prepare the budget estimate discussed below: <br />• Sampling of the landfill gas will require one (1) day of field time with oversight provided <br />by Geosyntec. <br />• The field work is tentatively scheduled for August 10, 2021 and FDEP notification will <br />be required two weeks prior to this date (i.e. by July 27, 2021). <br />• Meetings with FDEP will be held via teleconference. <br />The budget estimate for the scope of work outlined in this proposal is summarized in the <br />following table, and a detailed budget estimate is provided as Attachment B. Note that the <br />budget estimate for Phase 2 includes TRC's fees for collecting the samples and testing.
