8) PROJECT DESIGN: <br />a) Has the design work been completed? <br />If this is a Phase I project, has a preliminary design been developed? <br />Yes, preliminary design work has been completed, and conceptual design drawings are <br />included in this application packet. Detailed construction design drawings are currently <br />being prepared for the ELC by Coastal Tech, Inc., our project engineers. <br />b) Are there unique beneficial aspects to the proposed design that enhance public <br />usage or.access, minimize environmental impacts, improve water quality or <br />reduce costs? <br />The proposed design of the prior FIND -funded facility maintains the same location, <br />configuration and footprint, hence decreasing potential environmental impacts, maintains <br />and improves water quality and reduces costs associated with an enlarged facility. The <br />design is part of a suite of ELC campus improvements to enhance ICW access. <br />(For reviewer only) <br />(1-2 points) <br />9) CONSTRUCTION TECHNIQUES: <br />a) Briefly explain the construction techniques and materials to be utilized for this project. <br />Identify any unique construction materials that may significantly alter the project costs. <br />If a Phase 1, elaborate on potential techniques. <br />Construction techniques shall comply with all requirements of Chapter 18-20, F.A.C. and <br />aspects of Chapter 253, F.S. pertaining to riparian access and use. FDEP dock <br />construction guidance previously issued in coordination with USACE (August, 2001) shall <br />be followed. Contractor shall employ Best Management Practices for the .use of turbidity <br />control devices during all phases of construction activities. Turbidity booms installed prior <br />to start of in -water work and in place until all sediments settled from water column. Work <br />barge shall operate within high tides and shall have 1 ft. clearance above seagrass beds <br />and avoid scouring barren bottom. Pilings to be installed by impact driving, with turbidity <br />control devices in place. Project will comply with sea turtle, smalltooth sawfish, and <br />manatee construction conditions. <br />b) What is the design life of the proposed materials compared to other available <br />materials? <br />Pilings: will be 8" diam. CCA treated and PVC (or equivalent) wrapped; <br />Substructure of walkway and terminal platform: will be constructed from CCA treated <br />marine -grade wood; <br />Decking: will be Trex Select composite material or equivalent.
