APPENDIX C: <br />DIVISION OF RESPONSIBILITIES <br />PART 1: INITIAL SET-UP FEE SCOPE <br />The Company anticipates that the Initial Set-up Fee payment will be used by the Company to fund <br />detailed design and engineering work for the Heartland ConcentratorTM System, site work for the <br />Evaporation Plant and related activities as more fully described below.: <br />Page 28 of 32 <br />I. Design and <br />Milestones <br />• The Company will create a Project Design Basis document which will <br />Planning <br />set forth the requirements for the Project. Among other things, the <br />Design Basis Document will specify and finalize key process <br />equipment, balance of plant equipment, installation and site works <br />requirements, utility requirements including landfill gas, natural gas, <br />electricity,. and service water, chemicals requirements, spares, controls <br />architecture, interfaces to the landfill. <br />• Based on final scope of the Design Basis Document, the Company <br />will (i) complete detailed designs for the Facility (including without <br />limitation Final PFD, General Arrangement and layout drawings, <br />P&IDs, Electrical Drawing including single line diagram; Site works <br />specifications); and (ii) select contractors and vendors to develop a <br />detailed implementation plan for readying the Facility and routing <br />required utilities to the Evaporation Plant where the Heartland <br />ConcentratorTM System will be located. <br />• The Company will provide reasonable technical support to IRC for <br />permitting activities. <br />• The Company will develop a detailed integrated project plan and <br />schedule for all activity through commissioning. <br />II. Site Surveys <br />• Subsurface utility Engineering (SUE) and Survey <br />• Geotechnical Engineering including appropriate set -back from <br />existing utilities and structures <br />M.
