First $1 billion - 70% Regional <br />Apportionment/30% Non -Regional <br />Apportionment <br />ii. $142.5 billion - 64% Regional Apportionment <br />/36% Non -Regional Apportionment <br />iii. $2.5-$3.5 billion - 60% Regional <br />Apportionment /40% Non -Regional <br />Apportionment <br />iv.
