Issue <br />Description <br />c. Qualifying Block Grantee. A "Qualifying Local <br />Government" means a county or parish (or in the cases <br />of States that do not have counties or parishes that <br />function as political subdivision, a city), that (a) either (i) <br />has a population of 400,000 or more or (ii) in the case of <br />California has a population of 750,000 or more and (b) <br />has funded or otherwise manages an established, health <br />care and/or treatment infrastructure (e.g.,, health <br />department or similar agency) to evaluate, award, manage <br />and administer a Local Government Block' Grant. 12 A <br />�_ ` I <br />Qualifying Local Gove_r_nment that elects to receive. <br />Public Funds through LocallGovernment Block Grants <br />is referred to herein.as`aQualifying Block Grantee,l3 <br />d. Proportionate Shares,of..Regional Apportionment. As <br />used herein, they"iProp rtonate Share" of each Region <br />in SA�AA�State'shalt for <br />each�Nori be (a) States in which <br />or <br />counties parishes function�as Local Governments, the <br />aggregate shares of the counties or parishes located in <br />such Region under the allocation model employed in <br />connection with the Purdue Bankruptcy (the "Allocation <br />Model"),1, divided by the aggregate shares for all <br />counti �or parishes in the State under the Allocation <br />Model; and�(b) for all other States, the aggregate shares <br />of,the cities, and towns in that Region under the <br />Allocation Model's intra -county allocation formula, <br />div ded, by the aggregate shares for all cities and towns 15 <br />in,the,State under the Allocation Model. <br />01 e. Expenditure or Disbursement of Regional <br />Apportionment. Subject to 7(2)(i) below regarding <br />Allowed Administrative Expenses, all Regional <br />Apportionments shall be disbursed or expended in the <br />form of Local Government Block Grants or otherwise <br />for Approved Opioids Abatement Uses in the Standard <br />Regions of each Non -SAA State. <br />12 As noted in footnote 8, the population for each State shall refer to published U. S.
