Issue I Description <br />f. Qualifying Block Grantees. Each Qualifying Block <br />Grantee shall receive its Regional Apportionment as a <br />block grant (a "Local Government Block Grant"). <br />Local Government Block Grants shall be used only for <br />Approved Opioid Abatement Uses by the Qualifying <br />Block Grantee or for grants to organizations within its <br />jurisdiction for Approved Opioid Abatement Uses and <br />for Allowed Administrative Expenses in accordance <br />with 7(2)(i) below. Where,a municipality located wholly <br />within a Qualifying Block Grantee would independently <br />qualify as a block rant r �ipient� Independently <br />Qualifying Municipality"), the • Qualifying Block <br />Grantee and Iddependently�Qualifying�Municipality <br />must make a substantiaKand good faith effort to reach <br />agreement on use of A6abementNFunds as between the <br />qualifyffig1jufisdictiods. \�\If the Independently <br />Qualifying Municipality and the Qualifying Block <br />Grantee'cannot reach such -an agreement on or before the <br />Agreement\Dante [or [ e -later specified date], the <br />Qualifying Block Grantee will receive the Local <br />Government Eh ck Grant for its full Proportionate <br />1\Shaand and commit programming expenditures to the <br />�be of the Independently Qualifying Municipality <br />mi'�generai�>proportion to Proportionate Shares <br />(determined as provided in 7(2)(d) above) of the <br />mmumcipalities within the Qualifying Block Grantee. <br />Notwithstanding the allocation of the Proportionate Share <br />�\ of each Regional Apportionment to the Qualifying Block <br />/' \\ Grantee, a Qualifying Block Grantee may choose to <br />contribute a portion of its Proportionate Share towards a <br />Statewide program. <br />` g. Standard Regions. The portions of each Regional <br />\-� Apportionment not disbursed in the form of Local <br />Government Block Grants shall be expended <br />throughout the Standard Regions of each Non -SAA <br />State in accordance with 95%-105% of the respective <br />Proportionate Shares of such Standard Regions. Such <br />expenditures will be in a manner that will best address <br />Opioid abatement within the State as determined by the <br />State with the input, advice and recommendations of the <br />Government Participation Mechanism described in <br />Section 8 below. This regional spending requirement <br />may be met by delivering Approved Opioid Abatement <br />Use services or programs to a Standard Region or its <br />residents.
