<br />Indian River County Board of County Purchasing Division publicly advertised. the bid
<br />documents for the South Oslo Road WTP Improvement project on April 4th, 2021 and
<br />scheduled a non -mandatory pre-bid meeting, which was held on-site on April 19, 2021 to
<br />discuss the project with potential bidders. On May 19, 2021 bids were publicly opened and
<br />read. Indian River County Utilities Department (IRCUD) provided Kimley-Horn with electronic
<br />copies of the four (4) bids that were received. A bid tabulation was prepared by Kimley-Horn
<br />that includes the summary of the total bid amounts for the four (4) bids that were received.

<br />Kimley-Horn reviewed the bids for completeness with respect to the lowest bid amount, most
<br />responsive, and most responsible bidder. All bid packages were provided by IRCUD and
<br />reviewed by Kimley-Horn. The results of our review are as follows:
<br />• No math errors were found in any of the bids reviewed
<br />• All of the bids were found to be complete
<br />• Upon review of the bid package, it was found that TLC Diversified has submitted the
<br />documentation requested with the lowest bid price.
<br />• Bids were competitive with lowest three bids within 4% of each other.
