911 PBX/ALI SERVICE TRIAL AGREEMENT - BELLSOUTH <br />TELECOMMUNICATIONS, INC., DISNEY VACATION <br />DEVELOPMENT, INC.. FLORIDA AND INDIAN RIVER COUNTY <br />The Board reviewed a Memorandum of June 30, 1995: <br />TO: Honorable Board of County Commissioners <br />THROUGH: Jim Chandler, County Administrator <br />FROM: Doug Wright, Director <br />Emergency Services <br />DATE: June 30, 1995 <br />SUBJECT: Approval of 911 PBXe/ALI Service Trial Agreement Between <br />BellSouth Telecommunications, Inc., Disney Vacation <br />Development, Inc., Florida, and Indian River County <br />It is respectfully requested that the information contained herein be <br />given formal consideration by the Board of County Commissioners at <br />the next regular scheduled meeting. <br />DESCRIPTION AND ZONDITIONS: <br />The Department of Emergency Services has been meeting with Disney and <br />BellSouth TeleCommunications officials over the past several months <br />in an effort to improve on the original 911 emergency response plan <br />submitted to the County by the Resort. <br />The original plan was for all 911 calls within the resort area to go <br />directly to a central switchboard where the emergency information <br />would be taken by a resort operator. After receiving the <br />information,- the resort operator would then call 911 and relay the <br />information to the 911 Communications Center. The emergency <br />responders would then proceed to the resort wherein a resort employee <br />would meet the emergency units and direct them to the location of the <br />emergency incident. <br />Department staff did not approve this emergency response plan for a <br />number of reasons.in that response times would be delayed, contact <br />could not be made with the victim or a person with knowledge about <br />the incident,' the victim might be in another location unknown to the <br />resort, and call back capability would not be possible. <br />After several meetings and exploring available options, BellSouth <br />TeleCommunications offered to test some new switching technology with <br />Disney being the test site if the County would permit some test <br />equipment to be temporarily located at the 911 Communications Center. <br />Staff has thoroughly' reviewed the Trial Agreement and recommends the <br />Board favorably consider the Agreement. <br />JULY 115 1995 27 <br />BooK 95 P,� F VI <br />
