80% 95 P�,,T.670 <br />Ester Rymer, director of the Building Division,advised that <br />the interior of the building is completely gutted but is not in <br />danger of collapsing. <br />Michael J. Galanis, IRC Environmental Control Officer, <br />suggested using funds garnered from environmental fines through the <br />Environmental Control Board and felt that this type of activity <br />would meet the requirements for use of that money. <br />Chairman Macht suggested that a 1 -week delay might not be <br />enough and requested a survey of similar sites, with a notation as <br />to whether there is an ownership issue. <br />Lengthy discussion was held regarding the County's liability <br />in this matter, as well as the possible cost should further <br />contamination be found. <br />William Koolage, a concerned citizen, did not like to see the <br />County expending funds to clean up properties belonging to other <br />people and suggested that some way be found to hold these owners <br />responsible. <br />Commissioner Bird felt that it would be to the benefit of <br />other investors in the property to clean it up and wanted to delay <br />action for 1 week. <br />THE CHAIRMAN CALLED THE QUESTION and the <br />Motion failed ' 2-3 (Chairman Macht, <br />Commissioners Tippin and Bird opposed). <br />Chairman Macht directed staff to bring back a survey of <br />similar sites and advise what the County's liabilities are for <br />each. <br />ON . MOTION by Commissioner Bird, SECONDED by <br />Commissioner Tippin, the Board unanimously agreed to <br />table the matter for one week; directed legal staff <br />to research the title to the property for any <br />individual investors; and directed staff to check <br />into the environmental fines fund for any funds <br />available to assist with this project. <br />JULY 119 1995 26 <br />
