FY 2021 - 2022 EMPG AGREEMENT <br />ATTACHMENT A — SCOPE OF WORK <br />I. GENERAL POLICY <br />The EMPG Program contributes to the implementation of the National Preparedness System by <br />supporting the building, sustaining, and delivery of core capabilities. The intent of the EMPG Grant <br />Agreement is to provide each county with the means to successfully manage and operate an Emergency <br />Management Program by enhancing county emergency management plans and programs that are <br />consistent with the State and Local Comprehensive Emergency Management Plans and Chapter 252, <br />Florida Statutes. <br />Sub -Recipient shall designate an individual, referred to by Division as the Grant Manager, who will be <br />responsible for ensuring that the following activities are adhered to: <br />• Planning; <br />• Organization; <br />• Equipment; <br />• Training; <br />• Exercise; and <br />• Management and Administration <br />SUB -RECIPIENT RESPONSIBILITIES <br />Sub -Recipient shall support efforts to build and sustain core capabilities across the Prevention, <br />Protection, Mitigation, Response, and Recovery mission areas described in the National Preparedness <br />Goal. <br />Counties must be able to prepare for, respond to, recover from, and mitigate against natural and man- <br />made disasters/emergencies. Each Emergency Management staff person must work the number hours <br />and assume the responsibilities for the duties in their official position description as well as provide the <br />coordination and support for all incidents within their jurisdiction. <br />TASKS AND DELIVERABLES: <br />The Sub -Recipient must successfully complete the following tasks and deliverables throughout the period <br />of performance. Quarterly Tasks (Form1 B) will need to be provided each quarter to show completion or <br />progress towards the completion of each task. <br />TASK 1: MATCH <br />A. QUARTERLY MATCH <br />Federal funds provided under the EMPG agreement shall be matched by the Sub -Recipient dollar for <br />dollar totaling the award amount. A Sub -Recipient needs to show it is meeting the match requirement for <br />the total award amount; the match costs do not need to be broken down or assigned to individual <br />projects. In addition, a Sub -Recipient may undermatch (contribute less than 50%) to a particular project if <br />it is also overmatching (contribute more than 50%) toward another project to make up the difference, <br />provided that the end result is the Sub -Recipient contributing a net total amount that matches the total <br />EMPG award amount. Unless otherwise authorized by law, Federal funds cannot be matched with other <br />Federal funds. To meet matching requirements, the Sub -Recipient contributions must be reasonable, <br />allowable, allocable, and necessary under the grant program and must comply with all Federal <br />requirements and regulations. <br />Note: An Interim Final Rule indicates that Treasury's ARPA funding is being treated as a grant, <br />Land as such cannot be used for cost share purposes. Other Restrictions on Use Payments from <br />the Fiscal Recovery Funds are also subiect to Dre-existina limitations provided in other Federall <br />
