ANALYSIS <br />The negotiated fee for this contract period is $47,970.00 (For <br />details of this agreement, please see attached.) The scope of <br />services has been refined since our last contract with areas of <br />service as follows: <br />1) Plant inspections and reports have shifted from quarterly to <br />semi-annually at a cost of $19,426.00 (Task 100). <br />2) Weekly review of plant membrane performance data (Task 101) at <br />a cost of $10,903.00. This is the most critical portion of our <br />plant operations and requires this level of scrutiny to catch <br />potential problems before drinking water quality is <br />compromised. <br />3) Engineering assistance for water '*operations and permitting <br />issues (Task 200). The upper limit budget is $17,641.00 and <br />must be authorized on an item -by -item' basis by the Utilities <br />Director. <br />For details of services, please see the attached letter from Camp <br />Dresser and McKee and accompanying work authorization. <br />The total expenditures over the previous contract period are as <br />follows: <br />1) Inspections and reports $27,089.00 <br />2) Weekly performance review n/a <br />3) Additional operation and maintenance 10.971.00 <br />engineering <br />Total $38,060.00 <br />The staff of the Department of Utility Services recommends that the <br />Board of . County Commissioners approve the attached Work <br />Authorization with Camp Dresser and McKee as presented. Funding for <br />this work will be from Account No. 471-219-536-033.13. <br />Capital Projects Engineer Bill F. McCain explained there are <br />a couple of changes to this renewal contract in that we will -have <br />quarterly rather than semi-annual reporting on the RO membranes. <br />There is 1 less plant involved and only the North Beach and South <br />County plants are still being reviewed. However, the most critical <br />part is now being done on a weekly basis. The additional money is <br />for an upper limit budget for additional services needed over the <br />coming year. <br />Commissioner Tippin questioned whether the County's employees <br />could not carry out these inspections. <br />Director Terry Pinto explained that the annual report is a <br />requirement and the primary concern is the RO membranes. This is <br />a protective measure; if problems are not caught, the membranes can <br />be wiped out.
