UW -94 -12 -DS <br />BACKGROUND <br />On June 21, 1995, four bids were submitted for the above -referenced project. <br />The low bidder was American Drilling in the amount of $249,050.00, which is <br />well within the County's budget of $500,000.00 for this project. Funding for <br />this project will be from the utilities impact fee fund. The three lowest <br />bids are as follows: <br />1. American Drilling $249,050.00 <br />2. Well Water Systems $358,995.00 <br />3. Diversified Drilling $4011317.00 <br />ANALYSIS <br />The low bidder has been given a reference check, including their financial. <br />background. Both the consultants (Missimer International) and the County <br />concur that American Drilling is capable of fulfilling his contract <br />obligations for the bid price. There 'is however, a problem with their bid <br />proposal. American Drilling has exceeded the cost allowable in mobilization <br />by $42,000.00. If the County adjusts this amount by the differential given <br />the low amount of the bid, the contractor would have to refuse the job and <br />relinquish his bid bond. As stated in the attached -letter of recommendation <br />from the -consultant the other low bids also put a similar amount in the first <br />two bid items, (i.e., installation of pit casing and mobilization which would <br />be included in the first pay request along with mobilization).
