boa 95 P,&GF 886 <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners: <br />• Authorize staff to coordinate with CARL staff and cabinet <br />aides to get the Governor and Cabinet, as part of the <br />Coraci acquisition, to agree to subsequently consider <br />surplussing the above referenced 107 acres. Staff also <br />recommends that the Board authorize Charles Hardee to <br />represent the County on this matter with a provision that <br />his charges not exceed $1,500. <br />• Authorize staff to -coordinate with wetlands property <br />owners in the I-95/CR 512 node to have wetlands property <br />removed from the node. <br />• Direct staff to submit a comprehensive plan amendment (in <br />the January cycle) to reconfigure the I-95/CR 512 node, <br />if the state has agreed to surplus the 107 acres. <br />Commissioner Eggert advised the Economic Development Council <br />supports this effort and she felt it was important to handle the <br />CARL situation quickly. <br />MOTION WAS MADE by Commissioner Eggert, <br />SECONDED BY Commissioner Tippin, to approve <br />staff's recommendation as set forth in the <br />Memorandum. <br />Under discussion, Commissioner Bird voiced his concerns in <br />detail regarding the questionable need to increase the acreage, the <br />possible enhancement of certain property values through changing <br />zoning or uses which might jeopardize the situation with the State, <br />and removal of the borrow pit. He thought it was premature to <br />expand the node and could not see the necessity for it. <br />Commissioner Adams supported the EDC's position and staff's <br />recommendations and stated that they have been very careful not to <br />interfere with the pricing process on the Coraci property. She <br />also thought this was an opportunity for the County to be able to <br />negotiate for the 100 acre north county park. She thought 107 <br />acres was not enough, but it was a beginning. <br />Commissioner Eggert interjected that the EDC also was <br />considering saying to the State that we also would like them to <br />surplus land for a north county park. <br />Commissioner Adams felt it was all a great partnership, with <br />a park atmosphere, with economic, recreation, conservation, all <br />together, and accessible from all directions. <br />Commissioner Eggert advised it was greatly supported by the <br />Sebastian Chamber of Commerce and a lot of north county citizens. <br />38 <br />August 8, 1995 <br />
