SEBASTIAN UTILITIES WATER SYSTEM INTERCONNECTIONS <br />The Board reviewed a Memorandum of July 25, 1995: <br />DATE: JULY 25, 1995 <br />TO: JAMES E. M CA <br />AND STAFFED CAPITAL PR S ENGINEER <br />BY: DEPARTMEUTILITY SERVICES <br />SUBJECT: SEBASTIAN UTILITIES WATER SYSTEM INTERCONNECTIONS <br />INDIAN RIVER COUNTY PROJECT NO. UW -95 -13 -DS <br />BACKGROUND <br />On May 2, 1995, the Board of County Commissioners directed staff to <br />proceed with preparations for the acquisition of the City of <br />Sebastian's Utilities connection to the County system. On July 18, <br />1995, an amendment to the County's Master Plan was approved, and on <br />July 19, 1995, the City of Sebastian voted to sell its Utility to <br />Indian River County. As part of the above actions, plans have been <br />generated for. the immediate interconnection of the two water <br />systems. Permitting for these projects is also under way with the <br />Department of Environmental Protection in Orlando. <br />ANALYSIS <br />Based on the vote by the City of Sebastian and the public hearing <br />for the Commission decision, the Utilities Department has begun <br />negotiation with Speegle Construction for the construction of these <br />projects. There are four points of immediate interconnection <br />between the two systems, as follows: <br />1) Powerline Road from CR 510 to Barber Street using a line size <br />of 16 inches. <br />2) Park Place on Stratton from US 1 to Park Place entrance using a <br />line size of 12 inches. <br />3) CR 510 to Laconia at the Roseland Road intersection using a <br />line size of 12 inches. <br />4) On US 1 at Reflections using a -line size of 16 inches. <br />The negotiated cost for all -of the above construction is <br />$452,534.00. By utilization of a change order to one of our <br />existing contracts, these projects can be expedited. This work will <br />be funded from the Utility impact fee fund. <br />RECOI+XENDATION <br />Contingent upon the Board of County Commissioners' approval of the <br />purchase of Sebastian Utilities, the staff of the Department of <br />Utility Services recommends that the Board of County Commissioners <br />also approve proceeding with the above construction by approval of <br />the attached change order with Speegle Construction as presented. <br />49 <br />August S, 1995 'NUc . :. fwA 897 <br />
