In addition, there is a <br />concern about fresh clean water being supplied at the transient <br />clinics. <br />Dr. Herman believed that people will say local veterinarians <br />are afraid of competition, but there are 15 clinics in this area <br />and they welcome competition. Local veterinarians work hand-in- <br />hand with the Humane Society and other indigent care programs. <br />they are not in this business to make a lot of money and are <br />willing to work with people regarding payment for services. He <br />spoke with the vet in Jensen Beach who was listed as the emergency <br />vet for the transient clinic and the vet had no understanding that <br />he was acting in that capacity. He did sign on to vaccinate <br />animals but had no written agreement with Pet Vaccine Services and <br />no knowledge that he had ever signed anything agreeing to provide <br />those services. <br />Dr. Herman related that he had called Pet Vaccine Services for <br />an emergency recommendation, and the only office responding was in <br />California. They did not know where to refer us until 15 or 20 <br />minutes later when they called back with the Melbourne and Jensen <br />Beach numbers. Commissioner Eggert expressed her concern that <br />the general community does not know they can go to a local vet and <br />work something out. <br />Chairman Macht emphasized that irresponsible pet owners cost <br />taxpayers $500,000 every year. <br />MOTION WAS MADE by Commissioner Adams, SECONDED by* <br />Commissioner Eggert, that the Board approve a <br />moratorium on these transient clinics until a <br />recommendation can be formulated. <br />Michael J. Galanis, Director of Environmental Health, advised <br />that he also attended the Ryanwood clinic on Sunday. Mr. Galanis <br />advised that, under state law, he is paid for 30 miles to Stuart <br />which is farther than Jensen Beach. Pet Vaccine had 12 staff <br />there, one of whom was the emergency vet whose name and address was <br />posted. He did not see any violation of state law. <br />Commissioner Bird felt that people availing themselves of this <br />service are trying to comply with ordinances in a less expensive <br />way than dealing with a private veterinarian. <br />COMMISSIONER ADAMS WITHDREW HER MOTION. <br />AUGUST 15, 1995 21 Mlow 95 <br />0 -of <br />
