UW -94 -05 -DS <br />BACKGROUND <br />On June 28, 1994, the Board of County Commissioners approved the <br />water distribution project on 58th Avenue, looping and <br />interconnecting the water main on Oslo Road to the existing water <br />main on 58th Avenue at 8th Street. The project was divided into two <br />phases. Phase I'of said project was terminated at 5th Street, SW <br />due to the unavailability of rights-of-way at that time (the Public <br />Works Department was in the process of acquiring rights-of-way for <br />additional lanes of 58th Avenue from S.R. 60 to Oslo Road). <br />On June 13, 1995, the Board of County Commissioners awarded the <br />contract for construction of Phase_I to Timothy Rose Contracting of <br />Ft. Pierce. Recently, the Public Works Department has successfully <br />acquired the remainder of the rights-of-way, and the Utilities <br />Department staff has piggybacked and negotiated engineering services <br />with Kimley-Horn and Associates (Public Works design engineers for <br />road design). The result of negotiations in the form of scope of <br />services and fees are to be presented to the Board for approval. <br />The scope of services consists of the remainder of the original <br />project (construction of a water main interconnection from 5th <br />Street, SW to 8th Street/Phase II) and the relocation of existing <br />utilities within the Public Works project area. <br />ANALYSIS <br />The Utilities Department piggybacked with the Public Works <br />Department in the design of Phase II of the water main and the <br />existing Utilities relocation using their design engineer, <br />Kimley-Horn and Associates, for several reasons: <br />1. To avoid overlapping of survey requirements for utility and <br />roadway design. <br />2. For the placement of the water main at the correct location in <br />relation to the proposed road. <br />3. To avoid duplications in design in the area where the water <br />main must be attached to the bridge, etc. <br />4.
